What Scare Reports is

Scare Reports is a reporting platform and public record of first-person accounts of experiences people cannot explain. Reports are what the reporter says happened. They are not verified facts, and we do not claim that anything reported is true.

Who can use it

You must be 18 or older. Reports may not name minors. By creating an account you confirm you are at least 18 and accept these Terms.

Declared reports and zone reports

• A declared report is filed by the owner or resident of a property, or the manager of a business or public site. It appears at the exact address, with the reporter’s name, because they chose to make it public.
• A zone report is about a place the reporter does not own. It appears only as the block-sized zone around it: no address, no house number, no photo of a house exterior. Addresses in the text are removed from the public view and kept privately with the report.
• A zone pin becomes exact only when the property’s owner claims the address and opts in.

Your attestation

To file a declared report you tick a box and type your username to attest that you own or reside at the address, or manage the site, and that you want the report public at that address. A false attestation is a breach of these Terms and may lead to removal and account closure.

The record is permanent

Every report is stamped with the time it was filed and a cryptographic hash. Reports are never edited after filing; corrections are added as amendments. You may withdraw a report at any time: it then stays in the archive marked “withdrawn by owner”, with its hash intact.

Owner claims and disputes

Anyone who owns or lives at an address may claim it: opt in, keep it at zone level, or file a dispute. Disputes never delete reports. They attach the owner’s statement and reduce that block’s heat contribution by half.

What you may not post

• Reports that name a private person at their home, or any minor (these are held for human review).
• Faces of people who have not consented, nudity, gore, or real crime scenes.
• Harassment, hoaxes, or content you do not have the right to share.

Credits and payments

Posting is free. Reading a full report costs 1 credit; once read, it is yours to re-read. Credits are sold in packs, are non-refundable except where the law requires, and payments are processed by Stripe. We do not store card numbers.

Takedowns

Send a DMCA or personal-safety request through the takedown form. We respond within 72 hours.

Not a real-estate disclosure

Scare Reports is not a source of property disclosures. Nothing here is intended to satisfy or replace any disclosure duty, including under California Civil Code section 1710.2, and no report should be relied on as a statement about a property’s condition or history.

Liability

The service is provided as is. To the extent the law allows, we are not liable for what reporters post or for decisions made on the basis of it. This draft has not yet been reviewed by counsel and is not in force.
